G E N E R A L R E G U L A T I O N S
1. Goal and objective
• Dedicated to 26 May Independence Day of Georgia and 28 May Republic Day of Azerbaijan
• Maintaining the game practice of chess players in a pandemic
• Promotion and development of chess

3. PLATFORM & SYSTEM & TIME CONTROL
3.1 The tournament will be held on an online platform – PLAYCHESS.COM
3.2 PLAYCHESS.COM windows-client is available for free
3.3 Special video instruction for the registration is provided on http://www.world2020.ge
3.4 The System — Swiss System with 15 rounds.
3.5 Time Control: the tournament will be played according to the Fide rules: each participant will have 3 minutes +
2 seconds for each move till the end of the game. 2 minute default time will be applied.
3.6 Start time – 15:00, 1 – 7 rounds 26 of MAY, 2020
3.7 Start time – 18:00, 8 – 15 rounds 28 of MAY, 2020
4. PARTICIPANTS & REGISTRATION & REGISTRATION DEADLINE
4.1 The total number of tournament participants is 50.
4.2 ACF and GCF are allowed to register 12 top standard rated (by 01.05.2020) men players, 8 top standard rated
(by 01.05.2020) women players, 3 under – 16 (A player must not have reached 16th birthday before 1st January 2020)
top standard rated (by 01.05.2020) player each. All mentioned players must have played 30 standard games during
the last 2 years and have an active FIDE standard rating.
4.3 ACF and GCF are allowed to register additional 2 players each (2 wild cards each federation) with any standard
rating.
4.4 ACF and GCF federations must fully complete the official registration form (see on the website
http://www.world2020.ge) and send it back to the contact person by the registration deadline time.
4.5 The deadline for the registration is 23 MAY, 2020
5. TIE – BREAK
The final ranking order of the players is determined by the number of points scored. If at the end of the tournament,
two or more players are tied for the first place or for any prize, the tie shall be broken in priority accord ing to the following criteria for Swiss events:
a) The games between the tied players (only if all tied have played each other)
b) Progressive Score
c) Medium-Buchholz (neglecting the best and worsens score)
6. FAIR – PLAY MEASURES
6.1 The FIDE Anti-Cheating rules and guidelines are valid for all FIDE tournaments.
6.2 The rules will be very strict to detect any cheating action.
6.3 The System of Anti-cheating, Chief Arbiter, and administrator will follow and analyze all players’moves to check if they match with the chess programs.
6.4 In case of clear or gross violations the Chief Arbiter and administrator have the right to disqualify any player
for a fair-play violation during the tournament. The disqualified player may be declared lost in all the games he
played. The decision to disqualify a player for fair-play violation is final and not subject to any appeal .
6.5 All players will be observed via ZOOM VIDEO CONFERENCE. First day at 14:30 (second day at 17:30) minutes
all players must be available at ZOOM. Every player should be positioned so that a camera covers both the player
and his screen, ZOOM AUDIO must be switched on. The entire ZOOM meeting, including AUDIO, will be recorded.
6.6 A player shall be allowed to have only two electronic devices in the playing area: a device to play the game
(computer) and a device to enable monitoring (camera or smartphone). If a player has any other electronic device
in the playing area or one of these devices does not work during tournaments, he shall lose the game.
6.7 No spectators are allowed in the playing area.

6.10 By entering into the tournament each player accepts the rules of the hosting Internet Platform and all the
above-mentioned Fair-Play measures as a condition of entry in a voluntary sports event and agrees that his or her
participation takes place subject to these Fair-Play measures.
7. OTHER TECHNICAL ISSUES
7.1 All players are strongly recommended to use cable internet (NOT WIFI)
7.2 Players are responsible for a good internet connection during the games. If the disconnect is determined to be
caused by factors under the player’s control, the player’s clock will continue to run as normal and if not reconnect
may lead to a forfeit upon the decision of the Chief Arbiter or Administrator of Tournament.
7.3 In case of bad or problematic connections due to servers’failures, the Administrator and the Chief Arbiter will
decide according to the information from the server admin. The Chief Arbiter will ensure that the tournament will
continue in any case according to the FIDE fair play rules and guidelines.

The total prize fund of the tournament is 20 000 EURO.

The following additional prizes are awarded to chess players who do not occupy the first three places in their

The best male among Azerbaijanian chess players- 500 EUR
The best male among Georgian chess players — 500 EUR
The best female among Azerbaijanian chess players — 300 EUR
The best female among Georgian chess players — 300 EUR
• All prizes are taxed free.
• Money prizes are not sharable and awarded after the end of the tournament according to the final
standings with the tie break criteria.
• If a participant wins more than one prize, a higher prize is awarded (regulation doesn’t concern the special
prizes)
