INTERNATIONAL CHESS TOURNAMENT «OSKEMEN OPEN 2024» (A)
REGULATIONS
International Chess Championship «Oskemen Open 2024»
(2nd stage of the Adult Cup of the Republic of Kazakhstan in classical chess among men and women)
1. General Provisions
1.1. The International Chess Championship «Oskemen Open 2024» (hereinafter referred to as the
Championship) is held in accordance with the calendar plan of sports events organized by the Kazakhstan
Chess Federation with the goals of:
⎯ promoting chess in the Republic of Kazakhstan and the metropolitan region;
⎯ developing professional chess in the Republic of Kazakhstan;
⎯ preparing leading athletes of the Republic of Kazakhstan;
⎯ identifying candidates for participation in the Final of the Adult Cup of the Republic of
Kazakhstan 2024.
2. Organizing Committee
2.1. The overall leadership of the championship organization is carried out by the
Public Association «Kazakhstan Chess Federation» (KCF) with the support of the Ministry
of Tourism and Sports of the Republic of Kazakhstan, as well as the State Institution »
Department of Physical Culture and Sports of East Kazakhstan region»;
2.2. The direct conduct of the tournaments is entrusted to the tournament director and
the panel of judges, approved by the Presidium of the Kazakhstan Chess Federation.
3. Dates and Venue
1. Dates: October 01 (arrival day) — October 11 (departure day), 2024;
2. Venue: Ust-Kamenogorsk city, TBD on https://kazchess.kz/
4. Tournaments and Conditions of Play
1. The chess festival consists of two tournaments (hereafter referred to as Tournaments):
⎯ Master’s Tournament;
⎯ A Tournament;
2. The Tournaments are rated by FIDE;
3. The Tournaments are conducted according to the Swiss system in 10 rounds following FIDE
rules;
4. Pairings are made using the Swiss Manager software;
5. Time control: 90 minutes with an addition of 30 seconds per move;
6. Arriving more than 30 minutes late for a round results in a loss;
7. Offering a draw before the 30th move is prohibited;
8. Anti-cheating control will be conducted in accordance with FIDE Anti-Cheating regulations,with
standard protection level. A 15-minute broadcast delay will be applied.
9. All players are required to adhere to a dress code (business casual, smart casual; shorts
andflip- flops are not allowed).
10. Smoking in the playing hall is prohibited.
11. A player who has finished their game is considered a spectator and must leave the tournamenthall.
Visa
9.1. An invitation number is required for visa processing. The authorized body’s review period for
issuing an invitation number takes up to two weeks; therefore, athletes must send the requested
documentsby no later than September 10, 2024;
9.2.Athletes can independently apply for an electronic visa with the invitation number at the website:
https://www.vmp.gov.kz/ru/services/visa-service
9.3. The electronic visa must be printed out for presentation when crossing the state border and within
the territory of the Republic of Kazakhstan. The electronic visa grants the right to enter/exit the
Republic of Kazakhstan only through international airports;
9.4. Athletes independently obtain a sticker visa with the invitation number at the Embassy of the
Republic of Kazakhstan;
9.5.The visa fee is 80 USD.
Applications for participation in the tournaments are accepted on the KCF website https://kazchess.kz/pay until September 20, 2024;
